  5.     "I have a clear conscience." So said the former President of
  6. Peru, Alan Garcia Perez, now a Senator for Life, before the
  7. Chamber of Deputies mustered a narrow majority last week to
  8. begin proceedings to lift his congressional immunity from
  9. prosecution on charges that he embezzled $500,000 from public
  10. coffers and evaded taxes.

  12.     Doubt was first cast on Garcia last April when House
  13. Deputy Fernando Olivera charged that Garcia had stolen $50
  14. million from the treasury while serving as President. Olivera
  15. maintained that Garcia channeled the funds through the Bank of
  16. Credit and Commerce International. Olivera's charges have yet
  17. to be substantiated, but the ensuing publicity made Garcia one
  18. of the most prominent politicians to be touched by the B.C.C.I.
  19. scandal.

  21.     It is not at all certain, however, that he will be found
  22. guilty of embezzlement. Before there is a trial, the House vote
  23. on immunity must first be repeated in the Senate. If formal
  24. charges are then brought, Garcia's case will be tried in the
  25. Supreme Court -- which is packed with his own appointees.
